Job Description

NetImpact Strategies has an opening for a Senior Back End Web Developer to support our federal client. The successful candidate will work to carry out required program code, and operational capabilities to develop the newly planned data collection system, support the existing platform, and develop future regulatory technology initiatives. They will support decision making by the existing government team and the Program Manager in identifying opportunities to plan, develop and optimize the collection system, current platform by using industry best practices. The team also provides expertise on new technologies and development paradigms.

Typical Responsibilities:
• Participate the Operation and Maintenance of the existing platform, as well as building new features and updates for production as an Akka clustered application in a highly scalable environment running in Docker containers and deployed on a Kubernetes cluster running on an Apache Mesos (DCOS) cluster, using Reactive programming principles.
• Building, testing, and deploying program code, in a containerized, microservices environment:
• Provide Scala backend code writing and frontend application code writing using React using industry best practices
• Deliver high quality program code by utilizing industry standard automated testing and continuous delivery using tools such as Jenkins and Travis.
• Support the operational management of the Platform cluster through metrics and monitoring, configuration of Kubernetes orchestration, and managing of clustered applications using Ambassador.
• Participate in the development, operation and maintenance of the planned new data collection system under a tight deadline.
• Building features and continuous improvements to the production system. Reviewing and improving system architecture plans, building services, testing, and deploying program code, in a containerized, microservices environment:
• Develop backend and frontend application code using industry best practices suitable to large scale collection of lending disclosure information. Typed and asynchronous approaches preferred.
• Deliver secure, high quality program code by utilizing industry standard automated testing and continuous delivery methods.
• Support the operational management of the Data Collection system cluster through metrics and monitoring, configuration of AWS EKS orchestration, and managing of clustered applications.
• Development of an Authentication / Authorization service, based on federal best practices, to support the new Data Collection system, the existing Platform, and future needs of RegTech team for managing external financial industry users, and developers (Federated systems such as preferred.)
• Provide user experience and graphic design services to the client and teams that support high quality web application delivery.
• Demonstrate experience developing production systems using event-driven, reactive, non-blocking, programming principles, that support cloud native data collection applications suited for periods of high demand.
• Additionally, support the existing client team with product planning and in supporting decision makers in the general direction of the Data Collection system, and related RegTech Systems using lean/agile methodologies and Github repositories for code and project management.

• University degree in a Computer Science or related field is required, Master’s degree preferred
• Minimum of eight years professional backend developer experience is required.
• Experience in functional programming using Scala is required, including knowledge of Akka toolkit, Reactive programming model, and Actor based concurrency. Additional experience using asynchronous Python methodologies or similar is preferred.
• Experience working on a CQRS Event Driven Architecture is required.
• Demonstrated experience developing and optimizing database queries in relational (SQL) and non-relational (NoSQL) structures, such as PostgreSQL, and Cassandra / AWS Keyspaces is required.
• Expertise using Slick or another Object Relational Mapping (ORM) library is required.
• Expertise in building and optimizing APIs with complex JSON payloads is required.
• Experience creating unit tests and integration tests that validate end-to-end API responses is required.
• Experience developing containerized microservices, with specific skills in developing for Docker containers using Kubernetes orchestration is required.
• Experience working with Github for source code management and planning is required.
• Experience in a front-end framework such as VueJS, especially ReactJS, is preferred.
• Demonstrated experience working on open-source projects with specific experience delivering public facing solutions is preferred.
• Federal experience is strongly preferred
• Ability to obtain a Public Trust clearance
