Position Summary:

The Texas All Payor Claims Database (APCD) will be hosting administrative claims data for the state of Texas and will be administered by the Center for Health Care Data (CHCD) at the UTHealth School of Public Health. This position is one of several that will play a key role in building the foundational components of the APCD, offering excellent opportunities to engage in groundbreaking work. Ideal candidates are creative problem solvers focused on creating innovative and high-quality solutions in a big data environment. The Programmer Analyst III, Python Developer (web), will develop core data services foundational to the Texas All Payor Claims Database Project (APCD) operations at The Center for Health Care Data.

Position Key Accountabilities:
• Designs and implements a high-performance web API for master data and metadata access and management.
• Develops a testing framework for all data services.
• Ensures that the specifications provided are thorough and detailed to avoid coding development problems.
• Adheres to the development standards for program specifications and ensures the client and supervisor approve the documents.
• Consults resource and documentation materials as needed.
• Codes moderate to complex programs and ensures that the programs conform to development standards.
• Thoroughly and adequately test all program functions before submitting them to the lead analyst or manager for quality review and verification.
• Prepares the proper paperwork and follows correct procedures for implementing new programs or changes in production.
• Responsible for the maintenance of completed/existing programs and systems.
• Other duties as assigned

Preferred Certification/Skills:
• Familiarity with the Open API specification and the development of RESTful APIs
• Experience with at least one of the Python web frameworks Django, FastAPI, and Flask
• Experience developing high-performance JSON-based RESTful services
• Familiar with the JSON Schema specification
• Experience with testing methodology and tools

Minimum Education:
• Bachelor’s degree in computer science or related field, or relevant experience in lieu of education.

Minimum Experience:
• Three and a half years of programming experience.
